You can purchase Lv.1 in Special Craft → Armor & Accessories for 5 Million Adena.
Upgrading the talisman:
You need Talisman Crystals to upgrade the Talisman.
How to obtain Talisman Crystal:
You can purchase it daily from the L-COIN Store → Adena Section for 5 Million Adena each.
Daily farm in Tower of Insolence.
You can obtain it as a drop from TOI monsters, but there is a daily limit, chance of drop is 1%.
